On 2 December 2008, the Council of the European Union appointed Ambassador Heidi Tagliavini Head of the Independent International Fact-Finding Mission on the Conflict in Georgia (IIFFMCG - CEIIG).

The Mission was mandated by the Council to investigate the origins and the course of the conflict in Georgia, including with regard to international law (including the Helsinki Final Act), humanitarian law and human rights, and the accusations made in that context (including allegations of war crimes).

On 30 September 2009, The Mission formally presented the results of its investigation in the form of a Report to the Council of the European Union, the Organisation for Security and Co-operation in Europe (OSCE) and the United Nations (UN), as well as to the parties of the conflict.
